Training and Professional Development (2023–2025)
From 2023 through 2025, the Sheriff’s Office completed 6,062.94 hours of continuous training. This included instruction in use-of-force, drone operations, drug investigations, advanced firearms, Emergency Vehicle Operations (EVO), and legal and case law updates.
This sustained investment in training has strengthened our deputies, elevated professionalism, and enhanced our ability to serve the public effectively. Public safety remains our highest priority. When pursued thoughtfully and responsibly, it leads to safer communities and a higher quality of life for all residents.
- Strengthened partnerships with the Starke County Prosecutor’s Office, federal agencies, and neighboring counties, contributing to a 55% reduction in overdose fatalities in 2024 and a 60% reduction in 2025.
- Partnered with the Opioid Committee to secure advanced surveillance equipment and added an additional drone to enhance drug enforcement operations (2024).
- Established an intelligence database to track individuals arrested for drug dealing (2023).
- Implemented an anonymous tip line for reporting drug activity, suspicious behavior, and other criminal information (2023).
- Focused enforcement efforts on major drug traffickers, resulting in the arrest, charging, and sentencing of the top five offenders to the Indiana Department of Correction (ongoing since 2023).
- Increased proactive patrol efforts in 2024 and 2025, including calls for service, traffic enforcement, warrant checks, business checks, and directed patrols.
- Established a Crime Suppression Team, operational January 2026.
- Formed a partnership with the U.S. Attorney’s Office, Northern District of Indiana (South Bend), to pursue prosecution of federal violations (initiated 2026 and ongoing).
- Collaborated with the County Council and Commissioners to replace rebuilt-title patrol vehicles. Deputies now operate fully compliant fleet vehicles (initiated 2023).
- Implemented the Prepared Live Dispatch System, enabling real-time video assistance for individuals in need (2024).
- Established an Employee of the Quarter Program to recognize exceptional performance (2023).
- Requested and completed an Indiana State Board of Accounts audit to ensure fiscal compliance and address discrepancies (2023).
- Requested and completed an Indiana Sheriffs’ Association jail audit to ensure compliance with best practices (2024).
- Achieved significant reductions in correctional officer use-of-force incidents (2024)
- 50% reduction in hands-on use-of-force incidents
- 33% reduction in no-force incidents
- Implemented Mental Health First Aid (MHFA) training for all staff to improve response to individuals experiencing crisis (2024).
- Added two K9 units (2024):
- One dual-purpose K9 for narcotics detection and apprehension to combat illegal drug activity
- One explosive-detection K9 conducting preventative sweeps at schools and community events to enhance public safety and strengthen school relationships
- Collaborated with Indiana State Police District 13 (Lowell) leadership to establish Zone 4 coverage for Starke and Pulaski Counties, with implementation beginning January 2026.
- Implemented a comprehensive training and on-boarding program within the Jail Division, including mental health training, case law instruction, and emotional intelligence development to ensure professional and culturally responsive service (2024).
- Joined the Starke County School Safety Team at its inception (2024).
- Participated in National Night Out for the first time in department history (initiated 2023 and ongoing).
- Participated annually in Police Week to honor fallen officers (initiated 2023 and ongoing).
- Launch of the Citizens Police Academy scheduled for February 2026.
- Cross-trained jail and road deputies in hands-on de-escalation and use-of-force techniques using the VITRA scenario-based simulator (ongoing since 2023).
- Promoted an additional detective to support expanded drug enforcement efforts (2024).
- Promoted a Deputy Director of Dispatch following a review of statewide best practices (2024).
- Mentored jail staff into patrol roles, resulting in successful transitions and hires (2023–2024).
- Created two corporal positions within the existing budget to strengthen supervision, reduce liability, and support career development.

Knox, Indiana — [July16th, 2025] — Starke County Sheriff Jack Rosa is officially launching his re-election campaign, pledging to continue building on the accomplishments of his first term and reinforcing his unwavering commitment to public safety, drug prevention, and responsible stewardship of taxpayer dollars.
A 40-year veteran of law enforcement, Rosa was first elected Sheriff in 2022 and has led the Sheriff’s Office with a clear focus: proactive crime prevention, rehabilitation over recidivism, and integrity-driven leadership. His campaign slogan, “Experience, Integrity, and Results” reflects the deep trust the Starke County community has placed in his leadership.

Accomplishments from Rosa’s First Term Include:
Clearing two murder investigations within just four months—one within three days—resulting in swift arrests.
Establishing a Drug Task Force in partnership with the DEA bringing critical resources and credibility to Starke County’s anti-drug initiatives.
Ongoing support for the Sheriff’s Farm Program, fostering rehabilitation and job readiness for inmates.
Launching addiction recovery and job-readiness programs focused on post-incarceration support—aimed at breaking the cycle of drug dependency and helping former inmates successfully reintegrate into the community.
Overseeing the department’s multi-million-dollar budget with transparency and fiscal
responsibility, while enhancing patrols and response times.
Rosa’s extensive law enforcement experience includes serving as a Deputy U.S. Marshal for over two decades, alongside prior roles in Hamilton and Howard Counties. His experience ranges from narcotics enforcement to 9/11 ground response, to fugitive task force operations.
“Experience, integrity, and results aren’t just words—they’re the foundation of everything I’ve done in this role,” Rosa said.
